WEBEL ELECTRONICS INDUSTRY PARK, SONARPUR
THE EMERGING DESTINATION FOR ELECTRONICS, TELECOMMUNICATION AND RENEWABLE ENERGY INDUSTRIES
Inaugurated today, the 25th day of February 2011, by Shri Buddhadeb Bhattacharjee, Hon’ble Chief Minister, West Bengal, in the presence of Shri Kanti Ganguly, Hon’ble MIC Sunderban Development Affairs and Sports & Youth Services, Govt. of West Bengal AND Dr. Debesh Das, Hon’ble MIC, Department of IT & BT, Govt. of West Bengal
BACKGROUND :
West Bengal has witnessed phenomenal growth in the IT and ITeS Sector during the last four/ five years. The spur in the growth is mainly scripted by leaps in software production and export. Presently, around 1, 05, 000 people is under direct employment in this sector, with export hovering around Rs.6500 crore.
This spiraling growth trajectory has propelled the state govt. to move up the value chain and cut a niche in the high end hardware manufacturing industry. This new direction in the focus is not only aimed at employment generation but also underlines the importance in making us self reliant in the widely expanding hardware market, growing at a rate of 12-15% per annum.
With this end in view, an incubation centre for chip design with entire eco-system has been set up at the Bengal Engineering and Science University, Shibpur. IT Department has recently formulated the Hardware policy which has widened the connotation of ‘Hardware` by bringing Tele-communication and solar-Energy equipments within its fold and offered sops for hardware companies. Sonarpur Electronics Park is yet another milestone in our journey to achieve the cherished goal to attend reckoning position in hardware sector.
STARTING OF THE PROJECT :
1) Webel which when established started with the intention of promoting hardware industries wrote to the IT Department on 6.09.2010 for their plan to have an electronics park at an eleven acres land at Sonarpur.
2) IT Department approved the plan subsequently.
THE PROJECT:

WBEIDCL intends to establish the Electronics Industry Park on Dwarir Road at Mouza – Jagaddal, P.S. Sonarpur, Dist. South 24 Parganas, West Bengal, which is only 45 minutes drive from the heart of the city, 90 minutes from the Kolkata Airport and only 15 minutes drive from the Garia Station of the Kolkata Metro Railway and also the Eastern Rail, by way of providing land and infrastructural facility to the prospective industries / entrepreneurs.

Sonarpur being traditionally enriched with human resources, infrastructural facility, proximity with city etc., now further enjoys the proximity of Engineering Colleges, Academic Institutions, Expressways etc.
The project will be the state-of-the-art standard Electronics Industry Park with adequate infrastructural facilities for establishment of Electronics & Telecommunication and Renewable Energy devices / components manufacturing industries.

100% LAND PROCUREMENT DETAILS:
1) The prospective industries visited several available plots in and around Kolkata and finally selected this land. The demised land belonged to a closed brick field. If brick field can be reckoned as industry, then it is a case of utilizing industrial land for the promotion of industry
2) To maintain transparency and legality in the total process, a reputed Law Firm, Fox & Mondal has been engaged by Webel for proper guidance in procuring the said land
3) The concerned authorities, (BLRO Office and local municipality) were informed about the plans of Webel.
4) By depending not only personal communication and to make a wide spread publicity about Webel’s intention, an advertisement of 8x27 cm was published in “Ananda Bazar Patrika” and other dailies on 14.09.2010 inviting any claim/ objection about the said land. Nobody objected.
5) As per extant rules and orders, the referred land was registered on 24/12/2010, vide deed no:14282 of 2010 at ADSR, Sonarpur, South 24Pgs.and mutation was done on 28/12/2010, vide J.L. No. 71, Khatian No 2826 of mouza Jagaddal
6) The change of character of the land was effected on 5/1/2011 in the office of the DL&LRO, South 24Pgs, vide memo no:55©/1/207/P/11 following the existing govt. rules and orders
7) The entire land would be handed over to individual hardware companies. The allotment process has already started. After the allotment and possession, the companies will design their plans along with Webel. The composite plan will be submitted to local municipality for approval.
INVESTMENT PROSPECT:
WBEIDCL as on date, has already invested about Rs.10 crores and plans to invest around Rs.4 crores more in the near future. The intending companies are expected to invest around Rs.200 crores. Though needless still to mention that downstream growth will also continue to enrich the investment plan as above.
The Electronics, Telecommunication and Renewable Energy devices manufacturing industries in the small and medium sector has a potential of annual average turnover of Rs. 10 crores to Rs.15 crores. It is expected that the entrepreneurs who will set-up their units in this park, should be able to make a turnover not less than Rs.250 crores per year. This will also help in development of local ancillary industries and will also boost the economy of the surrounding areas.
EMPLOYMENT POTENTIAL :
There will be approximately 20 companies in the area. Three companies are being given allotment letters today. This park when fully operational will accommodate at least 1500 directly provisioning around 10,000 indirect employment. This park will also bring about changes in surrounding economy through the ancillaries.
